What this course covers
You train in the Traffic Controller (TC1) and Traffic Management Implementer (TMI1) skill sets for Category 1 roads — urban streets and low-volume rural roads.
It is for people entering traffic management and civil construction workers formalising their traffic control and implementation skills.
Your Statement of Attainment covers six nationally recognised units. The Traffic Controller skill set (RIISS00058) is RIICOM201E Communicate in the workplace, RIIWHS205E Control traffic with stop-slow bat, and RIIWHS206 Control traffic with portable traffic control devices and temporary traffic signs.
The Traffic Management Implementer skill set (RIISS00060) adds RIIRIS301E Apply risk management processes, RIIWHS302E Implement traffic management plans, and RIIWHS303 Position, set up and program portable traffic control devices. RIICOM201E is shared by both skill sets.

Before you book
A quick language check is part of enrolment. You'll need enough English to read, write and understand the course. After booking, you'll complete a short language, literacy, numeracy and digital (LLND) check in your student account. You need to pass it to do the course. Not sure? Try a practice check first. What you'll need
Minimum age 18. You must be 18 or over to do this course.
A USI. A Unique Student Identifier.
Photo ID. A valid photo ID, shown when you arrive on the day.
Statement of Attainment for CPCWHS1001 (the White Card unit). Send it in before the course: upload it in your student account or email it to us. A copy of the plastic White Card is not accepted for this course. Did your White Card with Edway? We already have it on file.
For the practical day. Steel-capped safety boots, long work pants, a long-sleeved work shirt, a broad-brimmed hat, safety glasses and high-visibility clothing.
Your workplace practical. After your three training days, you have up to 6 months to complete the practical that finishes your skill sets: 20 logged hours of traffic control plus 3 traffic-management setups. Then your TC1 and TMI1 assessment and sign-off are completed together on one final assessment day at Hallam.
Bring everything listed for the practical training day, plus:
- Hard hat
- Work gloves
- Sunscreen
- Compliant wet-weather gear when required
- A 5-watt two-way radio before starting your 20-hour Traffic Controller placement
Your placement provider may require additional PPE. Confirm its requirements before attending. All PPE must fit properly, be suitable for the work and be in serviceable condition.

TTM Digital Card
A digital card recorded on the Austroads national practitioner register after you complete the post-course practical. It is valid for 3 years from the date of issue.

Where your TTM Digital Card is recognised
Your TTM Digital Card is the working credential for Category 1 traffic management roles in Victoria.
Acceptance outside Victoria depends on the destination jurisdiction's current rules and any localised training requirement.
How you'll train
In person
Complete two theory days in Melbourne CBD and one classroom-simulated practical day in Hallam. Then complete the required workplace practical under qualified supervision within six months.

The venue is a short walk from Anzac Station and Stop 20 Anzac Station on St Kilda Road. Anzac Station has lift access, and the tram stop has level-access platforms. There is no customer parking at the training venue. Paid public parking is available nearby at Nationwide Parking on Queens Road and at Wilson Parking's Gateway Car Park on St Kilda Road. Limited paid and time-restricted street parking may also be available. Always check the signs. Parking availability, hours and fees can change, so check the operator's website before travelling.
Finding the entrance
Enter through the main Bowen Crescent building entrance and go to Level 1. Suite 1.05 has Edway signage.

Look for Unit 2. The exterior is clearly Edway-branded. Training Aid branding appears inside the venue.

- 4Complete a short LLND checkIn your student account you complete a short language, literacy, numeracy and digital (LLND) check. You'll need enough English to take part and to pass it.
- 5We confirm your enrolmentOnce you've finished the LLND check, we confirm your enrolment by email. If there's a problem with your eligibility, we'll contact you directly before you start.
- 6On the dayArrive 15 minutes early. Your ID is checked when you arrive. Bring full PPE for the practical day.
