The restricted traffic-management accreditation for in-field utility crews working on Victorian roadsides — water, gas, electricity, communications and public transport. You need a current White Card and an employer letter to enrol.

What this course covers

You train for restricted temporary traffic management (TTM) work on Victorian roadsides — the practices utility crews use around water, gas, electricity, communications and public transport jobs.

Enrolment is restricted to utility-sector workers. You are eligible if you work directly for a utility provider, or for a company that works solely to provide services to one.

This is specialised training for utility work. It does not qualify you as a Traffic Controller, Traffic Management Implementer or Traffic Management Designer.

  • Apply the basics of utilities temporary traffic management, and know your role and responsibilities
  • Set up short term low impact (STLI) works and follow emergency works procedures
  • Protect vulnerable road users around your worksite
  • Read and work to a Traffic Management Plan (TMP) and a Traffic Guidance Scheme (TGS)
  • Meet the signage and device requirements
  • Meet work vehicle safety standards, and work safely near pedestrians
  • Manage risk on site and meet your legal obligations

Before you book

A quick language check is part of enrolment. You'll need enough English to read, write and understand the course. After booking, you'll complete a short language, literacy, numeracy and digital (LLND) check in your student account. You need to pass it to do the course. Not sure? Try a practice check first. What you'll need

An employer letter. You must provide a letter confirming that you work directly or indirectly for a utility provider. Download the employer letter template for your employer to complete.Download the employer letter template (DOCX)

A current White Card. If you finished your White Card training less than 60 days ago and your card hasn't arrived yet, bring your Statement of Attainment instead.

One valid photo ID. Bring it with you on the day. You need it to get your certificate.

Utilities TTM Worker Accreditation

Certificate of Completion — for this specialised training. It is not a nationally recognised VET qualification: no unit of competency and no Statement of Attainment is issued.

Emailed to you when you finish, and always available to download from your student account.

Digital Utilities card

The Austroads digital card that shows you hold this accreditation. It lasts 3 years from the day you finish, then you need a refresher.

Why do this course?

Choose how you train

In person

A full day in the classroom with a trainer, 8:00am to 4:00pm. You work through the signage, the plans and the on-road practices with the group.

Live online (Zoom)

The same full day, run live over Zoom with a trainer, 8:00am to 4:00pm. You join with your camera and microphone on and take part with the group.

Getting there

The venue is a short walk from Anzac Station and Stop 20 Anzac Station on St Kilda Road. Anzac Station has lift access, and the tram stop has level-access platforms. Parking

There is no customer parking at the training venue. Paid public parking is available nearby at Nationwide Parking on Queens Road and at Wilson Parking's Gateway Car Park on St Kilda Road. Limited paid and time-restricted street parking may also be available. Always check the signs. Parking availability, hours and fees can change, so check the operator's website before travelling.

Finding the entrance

Enter through the main Bowen Crescent building entrance and go to Level 1. Suite 1.05 has Edway signage.

Food and coffee options are available nearby.

Free on-site and street parking is available. You do not need to register or reserve a space.

Look for Unit 2. The exterior is clearly Edway-branded. Training Aid branding appears inside the venue.

What happens after you book

  1. 1Check your emailYour confirmation email shows your session details. It comes from no-reply@edway.edu.au. It usually arrives within a few minutes of booking.
  2. 2Set up your student accountLog in with the details in your confirmation email and set up your account.
  3. 3Complete a short LLND checkIn your student account you complete a short language, literacy, numeracy and digital (LLND) check. You'll need enough English to take part and to pass it.
  4. 4We confirm your enrolmentOnce you've finished the LLND check, we confirm your enrolment by email. If there's a problem with your eligibility, we'll contact you directly before you start.
  5. 5Get ready for your sessionYour session runs from 8:00am to 4:00pm. Have your photo ID with you — your identity is checked before you start.

Getting your certificate and your card

  1. 1Edway submits your certificationEdway Training (RTO 91401) issues your Certificate of Completion and submits your completed certification to Austroads.
  2. 2Austroads emails your cardThe Austroads Training Registry emails you from itregistry@austroads.gov.au with a link to add your Digital Utilities card to Apple Wallet or Google Wallet, and a PDF copy attached.
  3. 3Allow 2 to 3 business daysAustroads says the digital card can take up to 2–3 business days to be issued after Edway submits it.
  4. 4Edway emails you guidance tooEdway also emails you guidance about getting your card. That email is help with the process — the card itself comes from Austroads.
