TMI1 Traffic Management Implementer Course Information

Skill Set Overview

This skill set equips individuals with skills to implement traffic management plans in Temporary Traffic Management (TTM) Category 1 environments, including urban streets and low volume rural roads.

Traffic Management Implementer 1 (TMI1) provides skills in implementing traffic management plans, using traffic control devices, effective communication, hazard identification, risk management, worksite setup and maintenance, regulatory compliance, and emergency responses.

Pathways

Completing the TMI1 course provides credits towards recognised qualifications such as RII30920 Certificate III in Civil Construction and Other Certificate II and III Qualifications.

Recognition of Prior Learning (RPL)

We acknowledge the value of prior learning and offer RPL assessment against Austroads TTM program requirements, including a challenge test. For more information click here

Expiry

The TMI1 training is valid for three years from the date of completion.To maintain certification, a refresher course is required every three years.

Training Prerequisite

The unit of competency "CPCWHS1001 Prepare to work safely in the construction industry" or equivalent is a training prerequisite and entry requirement for TMI1 training.

Please be aware that plastic white cards are insufficient documentation of completion and will not be accepted.

The only proof of completion that is accepted is a Statement of Attainment with of CPCWHS1001 "Prepare to work safely in the construction industry competency" or equivalent.

Course details

Course Structure

The Traffic Management Implementer 1 (TMI1) course is delivered over two days, combining theoretical and practical components in a classroom setting.

Day 1: Covers core theory including traffic management planning, legal responsibilities, and safety requirements.

Day 2: Focuses on practical training in a simulated environment. Learners practice setting up signage, using equipment, and applying traffic control procedures.

Post-Course Requirements: Learners must complete supervised practical experience involving at least three different types of traffic management setups in a temporary traffic workplace. Activities must be logged and verified by a qualified supervisor. This experience must be completed within six months of the classroom training and is required before the final practical assessment. For those not currently employed, Edway Training can assist with access to approved traffic management providers. Once all practical components are completed, learners will undertake a final assessment in a live or simulated traffic environment.

Assessment

Theory Assessment:

Conducted under standard assessment conditions and includes multiple-choice questions, short answer responses, and case studies to assess understanding of theoretical principles.

Practical Assessment Includes:

• Completion of documentation and required forms

• Implementation of traffic management plans

• Scenario-based communication exercises

• Correct setup and use of traffic control signage and devices

• Demonstration of safe work practices during at least three distinct types of traffic management setups

Post-Course:

Learners must complete and submit a logbook documenting their workplace practical experience. All entries must be verified by a qualified supervisor. The practical assessment will only be scheduled once all post-course requirements are met.

Attendance

Participants should arrive 15 minutes prior to the scheduled starting time of the course to complete the necessary registration paperwork.

LLN (Language, Literacy and Numeracy)

It is a requirement that all students must have basic English reading, writing, and understanding skills. Interpreters are not allowed for most courses.

From 1/7/25, all students must complete a basic LLN (Language, Literacy, and Numeracy) test before enrolment. This ensures you can understand the course content and get the right support during training.

All students enrolling in an Edway Training course are required to complete a Language, Literacy, Numeracy, and Digital (LLND) skills assessment as part of their student profile. This ensures they have the necessary skills to perform basic calculations, and to read, write, and communicate effectively in English, enabling them to successfully participate in the training and assessment process.

Age

According to the Department of Transport Victoria requirements, participants must be at least 18 years old.

Identification

Participants must provide one form of photo I.D. (e.g. passport, Australian driver’s licence, proof of age card, student card).

STATEMENT OF ATTAINMENT WILL NOT BE ISSUED

if participants do not provide a valid form of I.D.

Personal Protective Equipment (PPE)

Full Personal Protective Equipment (PPE) must be worn on day 2 of the course. This includes steel-capped boots, long pants, long sleeves, a broad-brimmed hat, safety/sun glasses, and a high visibility shirt, vest, or jacket (VicRoads approved preferred).

THE TRAINER RESERVES THE RIGHT TO REFUSE ENTRY TO THE CLASS IF APPROPRIATE CLOTHING IS NOT WORN.

Unit of Competency CPCWHS1001

To enroll in the TC1 course, students must meet the following requirements:

Hold the unit CPCWHS1001 "Prepare to work safely in the construction industry" or its equivalent.

Provide a Statement of Attainment as proof of completion.

Plastic White cards or Red cards are not accepted.
