The Combined Traffic Controller (TC1) and Traffic Management Implementer (TMI1) Course is designed for individuals entering the traffic management industry or existing workers in civil construction looking to formalise and enhance their skills and knowledge.


This 3-day, classroom-based course comprises two days of theoretical instruction followed by one day of practical training. Upon completion of the in-class component, participants are required to complete a practical logbook. As part of the practical placement, participants must undertake 20 hours of live traffic control work. This component must be completed within six months of finishing the face-to-face training.

Skill Sets Overview

These skill sets equip individuals with the essential skills and knowledge for traffic control and management in Temporary Traffic Management (TTM) Category 1 environments, including urban streets and low-volume rural roads.

This training is ideal for individuals new to the industry and aiming for traffic control and management roles, as well as for existing workers who require Department of Transport Victoria approval.

Traffic Controller 1 (TC1) provides skills for safely controlling traffic using stop-slow bats and portable devices. The training includes communication, risk management, and deploying basic traffic signs.

Traffic Management Implementer 1 (TMI1) provides the skills and knowledge required for those responsible for traffic management implementation on Temporary Traffic Management Category 1 environments.


Pathways

Completing the TC1 and TMI1 courses provides credits towards recognised qualifications such as RII30920 Certificate III in Civil Construction and Other Certificate II and III Qualifications.

Additionally, TC1 and TMI1 are prerequisites for advancing to TC2 (Traffic Controller 2) and TMI2 (Traffic Management Implementer 2).


Recognition of Prior Learning (RPL)

We acknowledge the value of prior learning and offer RPL assessment against Austroads TTM program requirements, including a challenge test. For more information click here


Expiry

The TC1 and TMI1 training is valid for three years from the date of completion. To maintain certification, a refresher course is required every three years.


Training Prerequisite

The unit of competency "CPCWHS1001 Prepare to work safely in the construction industry" or equivalent is a training prerequisite and entry requirement for TC1 TMI1 Combo training.


Please be aware that plastic white cards are insufficient documentation of completion and will not be accepted.


The only proof of completion that is accepted is a Statement of Attainment with of CPCWHS1001 "Prepare to work safely in the construction industry competency" or equivalent.

Course details



Course Structure


The combined TC1 and TMI1 course is delivered over three days. The first two days are dedicated to the theoretical components of both units, while the third day focuses on the practical application of the skills learned.

Post-Course Requirements
TC1: Complete and log 20 hours of practical traffic control within six months of classroom training, followed by a supervised assessment in a live traffic environment.
TMI1: Within six months of the theory component, complete three traffic management setups aligned with relevant Traffic Management Plans (TMPs) and Traffic Guidance Schemes (TGSs).

Assessment


The assessment requirements for the TC1 and TMI1 combo course include:

Theory Assessment:
During the course, learners will complete a theory assessment conducted under standard assessment conditions. This assessment will consist of a combination of selected response (e.g., multiple choice) and constructed response (e.g., short answer) questions to evaluate understanding of the theoretical components.

Practical Assessment (In-Course):
The practical component of the assessment will be conducted during the course and will include:
  • Completion of required forms and participation in scenario-based activities

  • Demonstration of effective communication skills

  • Establishment of a traffic control worksite

  • Operation of traffic control using a Portable Traffic Signal System (PTSS) and a stop/slow bat

  • Installation of signs in accordance with a Traffic Guidance Scheme (TGS)

Participants should arrive 15 minutes prior to the scheduled starting time of the course to complete the necessary registration paperwork.

ENTRY TO THE COURSE WILL BE REFUSED

if participants arrive 15 minutes after the scheduled starting time.

LLN (Language, Literacy and Numeracy)


It is a requirement that all students must have basic English reading, writing, and understanding skills. Interpreters are not allowed for most courses.

From 1/7/25, all students must complete a basic LLN (Language, Literacy, and Numeracy) test before enrolment. This ensures you can understand the course content and get the right support during training.

All students enrolling in an Edway Training course are required to complete a Language, Literacy, Numeracy, and Digital (LLND) skills assessment as part of their student profile. Participants must provide one form of photo I.D. (e.g. passport, Australian driver’s licence, proof of age card, student card).

Personal Protective Equipment (PPE)


Full Personal Protective Equipment (PPE) must be worn on day 3 of the course. This includes steel-capped boots, long pants, long sleeves, a broad-brimmed hat, safety glasses, and a high visibility shirt, vest, or jacket (VicRoads approved preferred).

THE TRAINER RESERVES THE RIGHT TO REFUSE ENTRY TO THE CLASS IF APPROPRIATE CLOTHING IS NOT WORN.
