Health and Safety Representative (HSR) Training Sydney

HSRs are worker representatives for health and safety, with significant powers under WHS legislation. They gather and address work group issues, consulting with relevant stakeholders. If they complete SafeWork NSW approved training, they can direct workers to stop unsafe work if there’s a serious and immediate risk.

HSRs in New South Wales have the right to participate in a SafeWork NSW approved five-day training course within three months of requesting it from their PCBU. Employers must grant HSRs time off from work to attend this training. Additionally, HSRs have the entitlement to attend one-day refresher courses annually, starting one year after completing the initial five-day course, as specified in the Work Health and Safety legislation.

HSR Course Information

Health and Safety Representative (HSR) is a serious role and has powers and responsibilities under sections 68 and 69 of the Work Health and Safety Act 2011.

An HSR and deputy HSR play a pivotal role in gathering information about what the health and safety issues are for their work group. They can work out ways to resolve issues in consultation with PCBU representatives such as managers, supervisors, committees and other HSRs.

If an HSR has completed approved HSR training they can direct a worker in the work group to stop unsafe work if they reasonably believe workers would be exposed to a serious risk to their health and safety. This stop-work direction can only be given if the issue has not been resolved by consultation, or if the risk is so serious and immediate or imminent that it’s unreasonable to consult first.

An HSR can issue a Provisional Improvement Notice (PIN) if they reasonably believe there is a contravention of the Act.

By the end of the course learners will be able to:

  • Interpret work health and safety legislation and its relationship to the role of an HSR.

  • Identify key parties, legislative obligations and duties.

  • Establish representation in the workplace.

  • Participate in consultation and issue resolution.

  • Represent members in the WHS risk management process undertaken by the Person Conducting Business or Undertaking (PCBU).

  • Issue a provisional improvement notice (PIN) and direct the cessation of work.
